Children are on health insurance with their parents. Health insurers may not refuse applications or impose special conditions. The government determines annually what is covered and the mandatory deductible. If you do not take out insurance while it is mandatory, you can be fined. If you work and pay taxes in the Netherlands, you fall under Dutch social security and are obliged to take out basic health insurance even if you do not live in the Netherlands.
